A surveillance company whose cameras have been deployed across the country is now facing a nationwide class-action lawsuit.
Plaintiffs say Flock Safety failed to stop police from using the network to stalk and watch people.
The complaint says Flock Group Inc. enabled widespread misuse through weak security features including optional multi-factor authentication that allowed fired officers to retain access.
Plaintiffs allege the system of more than 120,000 cameras has facilitated repeated improper searches that went undetected and generated inaccurate data leading to wrongful stops.
“Flock has known its system presented recurring risks of both abuse and technological error but repeatedly minimized the practical significance and scale of those risks rather than timely imposing safeguards.”
The filing cites a Washington Post investigation showing Flock’s system implicated in 46 of 50 recent nationwide cases of ALPR misuse, including one former deputy who searched a single woman’s plate 1,639 times.
“It’s on by default for all of our customers, but they can choose to opt out of it if they so choose,” a Flock executive said regarding the optional MFA.
Flock has since made multi-factor authentication mandatory and added alerts for questionable searches.
The proposed class covers all individuals in the United States whose license plate data was collected by Flock since January 1, 2024.
